The following are guidelines developed for U.S. personnel involved in areas of high terrorist activity. Although they were designed to be used in areas under a constant terrorist threat, they are highly appropriate for all agents who are expected to maintain a high degree of readiness at all times.
1) Never go out unarmed.
2) If you must shoot, stand steady, rest your arm, or take a prone position. Never shoot on the run, you will miss.
3) Vary your routine. A set pattern makes you an easy target for a terrorist.
4) Stay alert. When you leave your quarters if you see anyone suspicious challenge them at once and be prepared to defend yourself.
5) If you are driving a car, keep your weapon within reach. If you are a passenger, keep your weapon in your hand.
6) Avoid routes prone to traffic jams. Don't daydream. Be aware of what is happening around you and watch your rear-view mirror.
7) Don't take a chance and answer the door at night unarmed. Have your weapon ready at all times.
8) If you have to wait in the street, get your back to a wall and stay alert.
9) Keep well to the side of the road. Pay close attention to the corners of buildings, alleyways and doorways, and shop fronts.
10) Don't think that you are too unimportant to become a target.
